Mods change how gear behaves
Hundreds of mods across weapons and armour is the widest of the three systems, which makes it the place a build usually takes its shape. Because mods are applied to gear rather than chosen once, new equipment is an opportunity rather than a replacement.
Skill trees and attributes are the frame
Class-based skill trees decide the abilities you are building around, and attribute points push the numbers behind them. Spending attributes without a class plan is the fastest way to end up with a character that does several things adequately.
Transmog keeps the look free
The store notes you can transmog your appearance to any piece of gear you have collected, effortlessly. That decouples how you look from what you are wearing, so a good-looking set never has to cost you a stat choice.
The build serves a role chosen at the start: see picking the class that matches your range. Then test it against harder enemies via the world tier.
