Greggs wakes in hospital and identifies Little Man, but not Wee-Bey, from a photo array. The detail has warrants for most of the Barksdale crew, but Daniels needs new leads. McNulty proposes taking the investigation federal. Avon, Stringer and Levy realise the arrests likely came from a wiretap and discuss pleas; Stringer takes over the product while Brianna manages the money. Under questioning, D’Angelo admits his role in Brandon’s murder and gives the police Wee-Bey’s location. He says he wants to leave the game, but after Brianna visits him in jail, he chooses his family and withdraws his cooperation. The detail finds Wee-Bey in Philadelphia, while Stringer restarts the drug business in Baltimore.

The FBI declines the case amid political complications surrounding the evidence and investigation, so Daniels takes the campaign-finance material to the U.S. Attorney. Burrell’s mole is revealed to be Carver, and Daniels puts Prez back on street duty. At court, Avon pleads guilty and receives seven years; D’Angelo receives twenty years after refusing to testify against his family. Daniels is passed over for promotion, McNulty moves to the marine unit, and Freamon returns to Homicide. Bodie organizes sales in the towers while Poot runs the Pit, and new dealers replace those arrested. Omar robs another dealer in the South Bronx as the drug trade continues.
