The spies' escape fractures as checkpoints force Soo-ho and Chung-ya to separate from Eung-cheol and Gyeok-chan. Han-na and Reporter Gal seize a broadcast opportunity to expose the election scheme, bringing parents toward the dormitory in protest. Man-dong reaches the two waiting operatives and kills them. Soo-ho learns that the students remain targets and chooses to return, parting from Chung-ya rather than continuing toward safety. Back inside, Gang-mu prepares the hostages to leave. Han-na arrives with a bus, and Soo-ho helps clear their route. When Yeong-ro and others are missing from the evacuation, he goes back into the building with Gang-mu to find them as the assault closes in.
Soo-ho is shot while fighting the soldiers and asks Gang-mu to take Yeong-ro away. She returns for him, refusing to let their separation end there. They retreat to the upstairs room where she once hid him. Soo-ho contacts Tae-il and uses the diverted money to bargain for her life, then shields her when the troops enter. Mortally wounded, he gives her a cassette and dies as she tries to keep him awake. Chang-su, Tae-il and Ahn are later imprisoned for their part in the scheme, while Gang-mu and Han-na leave together. Yeong-ro returns to the café connected to her first meeting with Soo-ho. Listening to his recorded words, she is left with the declaration he could not deliver in an ordinary life together.
