Elisa's presence places Murphy, Peña and Connie in danger after the Palace of Justice assault. The investigators need her testimony against Pablo, but bringing her into official custody could expose her to the Colombian military. They arrange to hide her elsewhere while arguing over the risks Connie has taken. Elisa's hope of fighting injustice has left her trapped between the guerrillas, traffickers and security forces.
From Panama, Pablo and his associates debate how to regain their place in Colombia. The threat of extradition remains the obstacle he refuses to accept. Luis Carlos Galán is assassinated, and his campaign adviser César Gaviria is pressed to take up the candidacy. Pablo sends Valeria to influence Gaviria and offers Carrillo money, trying to remove opposition through persuasion and bribery before resorting to more violence.
Neither approach gives Pablo the cooperation he wants. Gaviria publicly commits to extradition despite knowing what happened to Galán, while Carrillo refuses to abandon the pursuit. Peña receives a lead on Gacha and heads toward Cartagena under orders to observe rather than take control of the operation. Murphy stays behind to protect Gaviria and help move Elisa. The investigators now have to divide their attention between keeping a witness alive, protecting a candidate and pursuing another cartel leader.
