Omar Hassan decides he cannot let thousands of New Yorkers die to protect him. He knocks Jack Bauer unconscious, holds Renee at gunpoint and frees Bishop, then leaves with the operative to surrender to Samir Mehran. Bishop tells General Brucker that Hassan has agreed to the exchange. Samir orders Tarin to stop the bomb with only seconds remaining and collect Hassan instead.
Jack escapes confinement and warns President Taylor about Brucker's operation through a secure call. She has Brucker and Rob Weiss arrested and finds Ethan Kanin in urgent need of medical attention. Meanwhile, Tarin exchanges the bomb van's location for Hassan, handcuffing the president inside Bishop's SUV. The authorities recover the device, and Jack joins the effort to intercept Tarin before he can reach the other terrorists.
CTU plans to stop the SUV at a controlled intersection. Arlo interrupts Dana Walsh in the server room as she prepares a call. After he leaves, she secretly warns Tarin and directs him toward a parking garage. Jack sees Tarin turn away from the ambush and follows him onto the roof, where Tarin drives through a barrier and crashes to his death. Hassan is missing from the wreck: accomplices have removed him and driven away. Jack recovers Tarin's phone and tells Renee that someone inside CTU must have betrayed their operation.
