An EMP has disabled CTU's computers and communications while Samir Mehran moves the stolen uranium toward Manhattan. Jack Bauer calls the NSA for help and follows the terrorists to the East River with Cole Ortiz and two other agents. Gunmen pin their vehicle down and jam their phones, allowing Samir and Tarin to take the fuel rods across the river by boat.
Chloe O'Brian argues with the NSA repair team over how to restore CTU quickly. When Frank Haynam refuses her plan to tap the trunk line, she forces him out of the server room at gunpoint. Hastings eventually gives her time to try it. At the docks, Jack's team makes shields from the SUV's armor, but King breaks formation and is shot. Owen is also fatally wounded trying to save him.
Chloe gets CTU's main systems running again as Jack draws the snipers' fire so Cole can reach a landline. Renee Walker arrives and kills the remaining attackers, saving Jack, whose vest has stopped the shots to his chest. Cole reports that the rods are crossing the river. Back at CTU, Bill Prady refuses to abandon his investigation into Dana Walsh. Dana strangles him, hides his body and calls Samir, revealing that she has been helping the terrorists.
