Jack Bauer races toward the hotel where Kayla is with Tarin. She tries to delay him in the bathroom, but Samir warns Tarin that Marcos may have exposed him. Tarin realizes she knows the truth and seizes her. An NYPD sergeant ignores Jack's instruction to wait, leading officers into Tarin's gunfire. Tarin escapes with Kayla in a taxi, and surveillance loses them after they enter an underpass.
Samir demands File 33 from President Hassan in exchange for Kayla. The file contains information on American nuclear defences that could help the terrorists bypass the radiation detectors. Jack prepares to supply altered information while CTU searches for the hostages. At headquarters, Kevin's probation officer Bill Prady questions Dana about her connection to him and the police warehouse robbery. He demands footage that could expose her part in the crime, leaving her with little room to avoid him.
At the terrorists' base, Tarin appears to change sides and helps Kayla escape. She sees him apparently shot and drives away in a car he provides. His death and her escape are staged: Tarin remains with Samir, and the car carries an electromagnetic pulse device intended for CTU. Kayla reaches headquarters believing she is safe. The device detonates in the entrance tunnel, knocking out CTU's electronics and cutting the field team off from its surveillance and support.
