Reading that as a list of places to actually go, rather than as a boast about rendering, is the practical approach, because each entry is a different kind of space to move through and to fight in.
Open for you to explore
The store says the game brings to life a complete virtual world open for you to explore any way you choose. The emphasis on any way you choose is the same freedom the character system offers, applied to geography instead of to builds, and it explains why the two systems are described together so often.
Two kinds of choice, one world
Because the character choices and the route through the world are both framed as open, the two reinforce each other: what you can attempt depends on who you built, and who you built depends on where you were willing to go. Planning only one of them is what makes an open world start to feel empty.
