Loki and Sylvie enter the Citadel at the End of Time, where Miss Minutes offers to place them in lives shaped around their desires. They reject the bargain and meet He Who Remains, the man behind the TVA. Sylvie attacks, but he avoids her because he already knows what they will do. He says variants of himself discovered other universes, first exchanging knowledge and then fighting for control. By harnessing Alioth, he ended that war and isolated the Sacred Timeline. The TVA's pruning system has kept his rivals from returning, and he claims to have guided Loki and Sylvie all the way to this meeting.
He Who Remains offers them his position or warns that killing him will release the timelines and bring another war. Loki wants to consider the danger; Sylvie sees another lie standing between her and revenge. Their disagreement becomes a fight, ending when she kisses Loki and sends him back to the TVA before killing He Who Remains. Meanwhile, Mobius confronts Renslayer, who leaves in search of free will, and B-15 shows hunters evidence of their variant origins. Branches multiply beyond the agency's control. Loki tries to warn Mobius and B-15 about the threat, but neither recognises him. Looking across headquarters, he sees a statue of the man he just met where the Time-Keepers' images should be.
