Matt wakes chained to a rooftop while the Punisher waits nearby. Unable to leave, he argues with the gunman about punishment, responsibility and whether criminals can change. Matt insists that killing removes every chance of redemption. His captor believes the people Matt defeats simply return to hurt someone else. Their disagreement becomes more immediate when a resident comes up to the roof and the Punisher threatens what will happen if the man discovers his prisoner.
Foggy searches for Matt through Claire at the hospital, where an argument between injured criminals threatens to become another fight. He talks them down instead of answering violence with violence. Karen challenges Assistant District Attorney Blake Tower about Reyes's operation and obtains material on the Punisher's past. Grotto, meanwhile, refuses to return to the authorities after discovering that the protection promised to him was a trap.
The Punisher brings Grotto onto the roof and forces him to admit killing a witness. He places a gun in Matt's hand and demands that he shoot him or allow Grotto to die. Matt shoots his own restraints, but cannot stop Grotto's murder. An attack on a nearby biker gathering draws armed men into the building. Matt knocks the Punisher unconscious and battles through the stairwell to protect the residents, only to find that his captive has escaped.
