Chloe returns to Open Cell, the hacker group run by Adrian Cross, but Jack has followed her to its hideout. He is looking for Derek Yates, a former member whom he connects to a plot against President Heller. Cross resists Jack's intrusion before Chloe agrees to help. Yates is hiding with drug dealers and preparing to sell the device that allowed him to take control of Tanner's drone.
Tanner faces questioning over the attack, with evidence being used to paint him as a disgruntled serviceman. Heller learns that British soldiers have been killed and decides to address Parliament personally. His attempt to prepare an apology is complicated by lapses in his memory, unsettling Audrey and Mark. Meanwhile, Chloe and the hackers locate Yates, allowing Jack to move against him before the device changes hands. The CIA is also following Jack and closes in during the operation.
The confrontation at the housing estate lets Yates and his girlfriend escape with the override device. Jack urges the CIA agents to pursue them, but their effort to arrest him ends in another gunfight. He knocks Kate unconscious and escapes with Chloe. The data they recover begins destroying itself, leaving only a fragment of the drone scheme. Yates reaches a pub believing he has bought time, only for his girlfriend to kill him and take the device. She is Simone, the daughter of his employer Margot Al-Harazi, and the sale has become a theft.
