Jack Bauer learns from Logan's intercepted conversation that President Suvarov directed the attacks. Cole finds Jim Ricker and persuades him to help locate Jack, while Chloe prepares security at the United Nations. Logan admits Suvarov's involvement to Taylor but assures her that Jack cannot know. Jack takes Pillar hostage in his car and forces him to drive into the Hart Building, across from the summit.
Dalia Hassan gives Taylor the pen Omar intended her to use at the signing. Kayla then tells Dalia about Meredith Reed's warning, prompting her to demand Taylor's help finding the journalist. Taylor initially dismisses the allegation, but admits concealing the Russians' role when Dalia refuses to sign without answers. Dalia threatens to abandon the agreement. Taylor responds by threatening military retaliation against Kamistan over its agents' part in the attempted bombing.
Pillar stitches Jack's wound before Jack disables him and establishes a sniper position. Chloe and Cole plan to spread the intercepted recording through CTU's servers, beyond Taylor's ability to suppress it. Arlo spots Jack's reflection in surveillance footage, and Chloe goes alone to confront him. Jack records a message explaining his actions, then overpowers Chloe when she tries to stop him. He sights Logan through the rifle scope and forces him to summon Suvarov to his suite by claiming there is a threat to the Russian president's life.
