Tony Almeida directs two passenger aircraft toward the same runway with the stolen device. He orders one to climb at the last moment, avoiding a collision while proving that his crew can control air traffic. He warns the controllers that the next attack will be real. David Emerson arrives to collect the device but refuses to explain the final objective to Tony. At Schector's building, an FBI operative gives the sniper a Bureau jacket and helps him escape. Jack notices his construction boots and realizes he is posing as an investigator. Jack and Renee follow him privately, fearing another leak within the team.
Larry Moss discovers that Renee has left the scene and orders her radio tracked. President Taylor meets Ule Matobo and promises support against Juma while insisting that Juma face a lawful trial. Henry confronts Samantha about the payment after Roger's death, but she denies concealing a murder. Jack and Renee follow the sniper to Tony's boat, overpower him and enter under fire. The crew starts deleting its computers, and Renee cannot stop the process. Jack chases Tony onto the dock and subdues him after a fight. Larry arrives by helicopter, but the device is gone, leaving Tony in custody without the weapon the FBI came to recover.
