Juma holds President Taylor and the surviving White House staff hostage while Vice President Hayworth refuses to authorize a rescue without better intelligence. Jack tells Bill Buchanan that he released gas inside the lockdown room and plans to ignite it by drawing the terrorists' fire. Buchanan instead takes the fatal risk himself, creating the explosion that allows Jack and the rescue teams to fight back. Jack kills Juma, and Aaron Pierce gets Taylor and Olivia to safety.
Before his death, Buchanan told Jack that Juma was receiving information from someone outside the building. Jack wants to question Ryan Burnett about that connection, but Larry Moss intends to return him to custody. Renee takes the request to Ethan Kanin, who authorizes a controlled interrogation under his own responsibility. Moss reluctantly complies and suspends Renee for going around him. Taylor meanwhile decides to bring Olivia into her administration despite Kanin's objections.
Jonas Hodges learns that Jack is going to the hospital, where Greg Seaton has already sent John Quinn to silence Burnett. Quinn creates a medical emergency elsewhere on the floor, then interferes with the surveillance and attacks inside Burnett's room. Burnett dies before Jack can obtain the information he needs. With the FBI believing that he killed the witness, Jack escapes the hospital and calls Moss to insist he has been framed and that the threat continues.
