Chloe discovers that the recording has been reduced to noise just as she prepares to present it to the Attorney General. Jack confronts Miles, who announces that he now works for the White House and leaves CTU. The investigation is then interrupted by news that Bierko escaped during his transfer. A survivor heard him discuss another gas canister, overturning CTU's belief that the Wilshire explosion destroyed the entire remaining supply.
Jack reluctantly offers Henderson a deal for help finding Bierko. Henderson wants a new identity and escape with his wife, fearing death even if he receives immunity. His contacts lead CTU to Victor Malina. Jack sends Henderson inside Malina's secured building, then orders a raid when he hears what sounds like betrayal. Curtis is wounded and Malina is shot. Henderson insists he was getting Malina to expose his files, which Chloe begins examining.
At the retreat, Logan visits a beaten Aaron Pierce and fails to buy his silence. Adams prepares to kill Aaron, but Martha interrupts and shoots Adams when Aaron fights back. Aaron asks her to keep his survival secret and bring Novick into their confidence. Chloe identifies Bierko's target as the Russian submarine Natalia. Jack warns its American officer and heads there with Henderson, but Bierko attacks first, releases Sentox aboard and takes control of the weapons system.
