Spoilers for this episode.
Mandy calls Michelle and demands a clear route out of the apartment complex in exchange for Tony's life. Michelle nearly complies before telling Buchanan what is happening. Jack asks her to continue the conversation while the field teams prepare an ambush. Mandy instead forces neighbors to act as decoys. A couple approaches a car while she speaks to Michelle, then the car explodes. CTU believes Mandy has killed herself and Tony, and Michelle is sent home.
Jack questions why a professional mercenary would choose suicide when she still had a hostage. Listening again to the call, he notices that Mandy's voice lacks the sound of rain outside. She was watching the decoys from indoors. The search resumes, and Tony helps by deliberately cutting his feet on broken glass as Mandy moves him. Agents find his blood trail and follow it through the complex toward the underground parking area.
Jack confronts Mandy while Curtis approaches from behind. They subdue her and free Tony, who calls Michelle to tell her he survived. With little time left to locate the missile, Jack offers Mandy a presidential pardon for her crimes in return for Marwan's whereabouts. Elsewhere, Cheng intercepts Bern in San Diego before his false alibi can be established. Threatened with disappearance into Chinese custody, Bern names Jack as the man who commanded the raid on the consulate.
