Spoilers for this episode.
Driscoll has Jack detained for torturing Sherek while CTU redirects its search toward the kidnapped Secretary Heller. Chloe brings him Andrew Paige's warning about the suspicious Internet code. Andrew has survived the attack on his workplace and is waiting at Union Station. Jack persuades Driscoll to let him retrieve the witness, but she places him under Ronnie Lobell's authority. Meanwhile, the kidnappers take Heller and Audrey to a guarded compound. Their leader Omar keeps Audrey alive because threatening her gives him leverage over her father. Behrooz delivers the stolen briefcase there, only to discover that Debbie has followed him. A guard notices their meeting.
Back home, Navi orders Behrooz to bring Debbie to the house, fearing she could expose the compound. Kalil reaches Andrew first by claiming to be Jack Bauer. The real Jack's phone call exposes the deception, but Kalil takes Andrew away at gunpoint. Jack wants to follow their car to Heller; Ronnie insists on arresting the suspect immediately. Their argument turns physical, and Ronnie handcuffs Jack to a railing. Kalil shoots Ronnie and escapes. Ronnie passes Jack the keys before dying, allowing him to pursue the car. At CTU, a webcast announces Heller's forthcoming trial and execution for alleged war crimes. The promised rescue has become a chase.
