The missing football pages point CTU toward nuclear weapons being moved between locations. Marwan uses the information to select a convoy traveling to Iowa and directs his associates to intercept it. Meanwhile, a mistaken credit card purchase exposes Yosik Khatami, another man linked to Marwan. Curtis follows him to a marina, where he meets Joe Prado. The agents wait to identify the contact before moving in, hoping the meeting will bring them closer to Marwan.
When the operation is exposed, Marwan orders Yosik to kill Prado rather than let him be questioned. Prado shoots Yosik first and emerges claiming self-defense. Curtis takes him into custody, but a lawyer from Amnesty Global arrives with a court order before the interrogation can proceed. Jack suspects Marwan arranged the intervention because Prado knows something important. News from Iowa confirms that the convoy was ambushed, its drivers killed and the nuclear warhead taken.
CTU asks Logan to authorize stronger interrogation methods. Logan delays a decision while seeking advice, despite Jack's warning that the weapon could be used before they receive an answer. Jack proposes resigning so that CTU can release Prado and he can approach him outside the agency. Once the lawyer leaves, Jack disables the marshal escorting Prado and restrains the suspect in a car. He breaks Prado's fingers until Prado gives him Marwan's location east of downtown Los Angeles.
