Tony's shooting leaves Michelle trying to run CTU while her husband undergoes emergency surgery. Another threat concerning Ramon's release arrives, and she remains at work instead of going to the hospital. Kyle escapes the mall with Linda, then admits that authorities believe he may have brought a disease into the country. Before they can separate, Gomez and another man seize them. The pair are locked inside a sealed chamber at a warehouse while their captors undergo decontamination.
Palmer refuses to release Ramon as an official concession to terrorists. Jack proposes breaking him out himself, allowing the government to maintain its refusal while Jack becomes a fugitive. Palmer answers with silence after Jack says he will take that as permission. Jack asks Kim to prepare a prisoner transfer, concealing his real purpose. Meanwhile, Chase goes directly to Ramon's cell and assaults him in an attempt to learn where Kyle is being held.
Jack arrives and briefly lets Chase believe they will work together, then chokes him unconscious and binds him in the cell. He walks Ramon toward the exit using the transfer paperwork. The warden initially accepts Jack's explanation for invalid access codes, but discovers Chase before the escape is complete. When the alarm sounds, Jack strikes a guard and forces another to open the cellblocks. Prisoners pour into the corridors as Jack and Ramon hide from the pursuing guards.
