Jack takes Kate out of CTU to meet the caller, having knocked Tony down during his escape. Yusuf follows and offers to help establish whether his country has been falsely implicated. At the warehouse, Jonathan Wallace identifies himself as the surviving Coral Snake commando. He admits killing his team and planting the Cyprus recording. Wallace says his employers stand to profit from a war and now want him dead before he can expose them.
Wallace wants Kate because her position in the family business can secure his departure on a cargo flight. He refuses to surrender the original recordings before leaving and makes clear that Kate would be expendable once he escapes. Yusuf stops an accomplice from taking her outside, but Jack eventually allows her to approach Wallace to keep the negotiation alive. As Wallace puts Kate in his car's trunk, gunmen open fire from the surrounding buildings.
At CTU, Tony authorises Carrie to monitor Michelle's communications after Carrie accuses her of helping Jack. Palmer continues trusting Jack's search despite objections from Prescott and his own staff. Kim tries to save Davies, but he dies from the gunshot wound. Garcia holds her in the store while demanding protection for his pregnant wife. Kim escapes into a back room and reaches the police outside before officers storm the building and exchange gunfire with Garcia.
