Jack stays behind at the Saugus property after Mason leaves to question Alexis. His search leads to a guarded underground entrance, where he is stunned and taken inside. Warden Mark DeSalvo explains that the site is a secret government detention facility. Jack warns that the planned power cut is connected to a prisoner delivery. When the helicopter arrives and the lights remain on, Andre's hired team refuses to begin the assault as originally arranged.
Jack seeks Palmer's help to gain access to the prisoner and recognises Victor Drazen, the man he believed had died during Operation Nightfall. The discovery explains why the sons need the power cut. Jack tells DeSalvo about the mission and his family's kidnapping, then presses for an immediate transfer before the rescue team attacks. Once permission comes through, he confronts Victor about the revenge plot and demands that his own wife and daughter be left alone.
Tony reassures Teri that Kim survived and takes her toward CTU after arranging treatment for Phil. At the police station, Kim's account of kidnapping and the assassination plot is dismissed, partly because Melanie has accused her of lying. She insists the officer call CTU before returning her to a holding cell. Palmer receives encouraging polling after his public confession, but his argument with Sherry deepens. In Saugus, the facility's lights finally fail as Jack and the guards attempt to move Victor.
