At All Costs is a science fiction novel by the American writer David Weber, published in 2005 and the eleventh book of the Honor Harrington series.
The strategic problem is set out with unusual care. Manticore cannot win a war of attrition, so Eighth Fleet is sent to raid and to make Haven's admirals worry about their own defences, which means a campaign of hit-and-run actions rather than a decisive battle. To make that work, the fleet is equipped with the new Apollo missile system, whose range advantage over anything the Havenites have is the key to the book's engagements, and Weber spends a good part of the novel on the logistics, the training and the arguments between officers about how far the technology can be trusted. He also follows the politics on both sides, since the war is being fought by governments that have to justify it at home. The series had reached the stage where its readers know the entire cast, and this volume gives a large part of its length to the private arrangements around Honor's family and her estate as well as to the fighting.
